New Appointments to the Pensions Appeal Tribunal Scotland

The Lord President, Lord Pentland, has appointed nine members to the Pensions Appeal Tribunal Scotland effective from 1 September 2026.

 

The new members include legal, medical and service:

Thomas Hempleman Legal
Vincent McGovern Legal
Dr Justine F McCulloch Medical
Col. Donald Mack Service
Col. Michael Bullard Service


Andrew Webster KC, President of the Pensions Appeal Tribunal Scotland welcomed the new members, highlighting their specialist knowledge and expressing confidence in the contribution they will make to the tribunal’s work.

 

About the Pensions Appeal Tribunal

The Pensions Appeal Tribunal Scotland hear appeals from currently serving or ex-servicemen or women who have had their claims for a War Pension or Armed Forces Compensation rejected by the Secretary of State for Defence.

The Tribunals have been set up in their present form since 1943 although they have been in existence, as part of the Lord President of the Court of Session's responsibility since the War Pensions Act 1919.

The Pensions Appeal Tribunal Scotland is headed by a President who is legally qualified and supported by a panel of part-time Legal Members, Medical Members and Service Members.
