Presidents of the Local Taxation Chamber and Social Security Chamber

The President of Scottish Tribunals, Lady Wise said:
I wish to congratulate Jacqui Taylor and Joy Hosie on their appointments as Chamber President of the Local Taxation Chamber and Social Security Chamber respectively. They are both extremely well qualified to undertake these important leadership positions. I am confident that they will continue to command the respect of the judiciary both within their Chambers and throughout the Scottish courts and tribunals.
Biographies
Jacqui Taylor

Jacqui Taylor graduated from the Edinburgh University with an LLB (Hons) in 1984 followed by a Diploma in Legal Practice in 1985. She qualified as a solicitor in 1987 and worked in private practice in Ayrshire until April 2022. She obtained an MBA from the Open University in 2001.
Jacqui has extensive tribunal experience since being appointed to the Rent Assessment Panel in 1996, and she was also appointed as a legal member to the Private Rented Housing Panel and the Homeowners Housing Panel.
Jacqui has been a legal member of the First-tier Tribunal (Housing and Property) Chamber since it was established in December 2016.
She was secretary of the Renfrewshire Valuation Appeal Panel from September 2020 until 31st March 2023. She was also secretary of the Glasgow Valuation Appeal Panel from January 2022 until 31st March 2023.
She was appointed Temporary President of the Local Taxation Chamber in January 2022 and led the formation of the Chamber which was established on 1st April 2023.
Joy Hosie

Joy Hosie graduated from the University of Dundee with an LLB (Hons) in 1987 followed by a Diploma in Legal Practice. She trained at Dundee City Council in all areas of legal work including several flagship projects as Senior Solicitor before moving to the Central Legal Office of the NHS in 2000. In 2003, she moved to the Scottish Government where she gained legislative drafting experience and was involved in the setting up of the Mental Health Tribunal for Scotland amongst other projects whilst developing extensive litigation experience.
She lectured and tutored at the University of Dundee between 1996 and 2000 and gained a Master of Laws from the University of Edinburgh in International Law, European Law and Human Rights Law in 2011.
Joy has been a Tribunal Judge for 25 years since being appointed to the Social Security Tribunal as Legal Chair in 1999 and then being appointed as First-tier Tribunal Judge of the UK Social Entitlement Chamber and then the Immigration and Asylum Chamber. She was appointed as Legal Convenor of the Mental Health Tribunal for Scotland in 2008 and the Housing and Property Chamber in 2024. She has been a Legal Convenor, Duty Convener and member of the Training Committee of the Scottish Social Security Chamber since 2022.
