Sheriff Kelly - President
Sheriff Kelly is based at Hamilton Sheriff Court in the sheriffdom of South Strathclyde, Dumfries and Galloway.
He was appointed as a sheriff in 2011, having been a temporary sheriff between 1997 and 1999, and a part-time sheriff between 2005 and 2011.
He qualified as a solicitor in 1981, working in Brussels from 1982 to 1983; was called to the Bar in 1991; and was appointed Queen’s Counsel in 2007.
Since 1992, he has been the editor, and then the consultant editor, of the sheriff court reports in the Scots Law Times.
